Consider the White Genocide in Hati, or the Uyghr Genocide in China, or the Assyrian Empire's efforts at displacing and integrating the early Abrahamics (possibly Jews or proto-Jews). Or the Islamic Caliphates' efforts of exterminating ethnic groups by slavery and castration.

Castration, sterilization, eugenics, forced marriages, etc., all of these are what I would call "Breeding Control". You could call it Population Control, but that's too abstract. This is forced breeding or forced non-breeding as a political mechanism of suppression. It is usually tied with genocidal intent to eradicate both the cultural identity, and actual ethnic group of the targeted population.

There has never been a "Rebellion of the Eunuchs", there never will be, and there will never be a civilization of them either. On a societal level, Breeding Control is a social death sentence.
