I'm not sure what that question has to do with your post. Ignoring that linking to Quora is questionable on a good day... I reckon most people who saw your weird picture imagined normal hotels, which don't restrict babies anywhere in the world.

There's actually a related question on Quora, "Can a family stay in a love hotel in Japan?" which would seem even more relevant, no?
