This is not unsurprising. This is why for most of humanity we had concepts of "nobility". Most societies had nobility that varied anywhere from 5-20% of the total population of a society.
If you go back to philosophical beliefs prior to the enlightenment era where many leaders got grandiose ideas of liberty, you'll find literature describing general population as needing masters and being unfit for liberty. Essentially, the noble class should rule the peasant class not because nobility is evil but because the peasant class are incapable of ruling themselves and don't even want to.
I think we're moving back into a hard hierarchical system even if people don't realize it. Most people in society are serfs at best and the nobility of our societies see them as such.
