I think that's down to the unions, it's the same way that even bad cops that don't equally enforce the law (or focus on enforcing laws that are known to be unconstitutional) are protected by the unions and can't be easily dismissed till they REALLY fuck up and there's dead bodies.

Yeah, this appears to be a school using new rules to remove someone they can't stand, who up to this point they couldn't legally remove.
The fucked up part of this story is how hard it is to remove educators.
