I think they're not wanting the eldest to take it's siblings to the car to engage in prohibited activities. Especially since the car contents fall under the legal responsibility of the title holder while parked on their property. Anything illicit that gets found in there is going to be assumed to be property of title holder.
That item is including the car as part of the home, not saying she can't bring a car into the home.
