I think it'd be more confusing than anything. Like, what point would they be conveying? On this guy it's funny.
It conveys the point of "I don't find this offensive and if you find the various native american mascots offensive then stop being a pussy." I live in Ohio and I've seen people wear "Cleveland Italians" shirts with a white Chief Wahoo logo that had a Mario mustache and I chuckle every time.
Yes, but that is with the context. Without it, being entirely out of the loops and knowing nothing about the politics of some stranger, it could be anything. Removing all that for me, I see the Beavis and Butthead profile intro.

There wouldn't be an issue with black or skraeling mascots if those races weren't ashamed of themselves or their appearances.
I wonder what they mean by bland or boring...not partying all the time? holding down a job, being responsible? Thoughtful about the future? Not criminal nor prone to bursts of violence?
You could do almost any of the things "racialized" people whine about (statues, sports teams, songs, phrases), but swap it to white, and the Hwites would chuckle, and possibly embrace it.
In my opinion it shows a massive inferiority complex from the race grifters. If any benign representation of your own race comes across as racist, you either need to sort our your own mindset, or your own race. Because something ain't right there.
Meanwhile, if you tried to represent whites in the exact same benign way, it's White Supremacy. Anti-white arguments make a better claim towards white supremacy than the most hardened white supremacist ever could.
