This is insufficient. As written the eligibility requirements are racist.
Descendants of slaves often won't have any documentation to prove their claim.
The CA residence requirement is also racist and excludes hundreds of thousands of African Americans who are or have been homeless.
The only way to ensure equity is to pay every person who identifies as African American, no questions asked.
