There are people lobbying for creepy behaviour by men to be specifically targeted by the Online Safety Bill, Protection from Sex-based Harassment in Public Bill and the Worker Protection (Amendment of Equality Act 2010) Bill. The last two will apply to both workers and patrons of gyms.
Contextless Devil's advocate: if he's completely blind (I don't know this guy), how is he navigating in a gym without a literal spotter? There aren't only trip hazards to be cautious about there. And why would he have a "blindness registration card" with him there as well?

I spent ~3 minutes poking around and found something that says he has stargardt disease. He might still have some peripheral vision but if he's legally blind then he's definitely not staring at anyone or anything.

This is not an isolated case. Not too long ago, a UK blind man who is a TikTok influencer and has been on the BBC because of his disability was also accused of staring at a woman in the gym and subsequently kicked out for being a "creep".
