The US blew it up so we can sell LNG to Europe. We didn't want the competition. Plus it seals Germany's involvement in our proxy war with Russia. If they had the Russian gas for cheap they would be reluctant to get in on the Ukraine debacle.
He hasn't done that. Russia hasn't committed anything to repair it, and has instead said the opposite. Also the repair estimate from Russia is $500m, not billions.

There wasn't any already. If your thesis was correct, the US would have blown up the pipeline in February or March, not waited until late September after the pipeline had already been shut down.

No, it does not. Germany's foreign policy in support of Ukraine was already set in stone and wasn't affected by the pipeline explosions in any way.
