Mmm...It's more like, in the before-times, men lied about being women for personal gain without believing they WERE women. The night elf dancing naked on the post box just wanted gold, so to speak.
Nowadays there's a widespread mental disorder where a bunch of men actually think they are, or are becoming, or can become, actual women.
It's a subtle, qualitative change.
