Of course there are. And there are many bad, invalid and fallacious arguments that are effective.
What other measure of effectiveness is there?
Better in what sense? 'Invalid' means that it's a bad argument. The fact that it persuades people makes it 'effective'. If your goal is to persuade people, then the more effective invalid argument would be better in terms of that goal.
