On a mass scale, the difference is inconsequential.
Plenty of studies have shown only about 10-15% of British people identify as being "feminist", but yet look at how the entire population acts, and because they act that way, what the rulership are able to get away with doing.
If the 85-90% of chameleons were showing different stripes, it would not have changed their own internal viewpoints, but it certainly would change the legal landscape.
