The people are the militia. Full stop.
The word regulated is a synonym for "orderly", not a synonym of "bureaucratic establishment by the state".
This is why the US Military refers to the general population of the United States, as a fighting force, as "The Unorganized Militia".

Oh, agreed, but these people are just not interested in accurately representing the US Constitution. Given that - as recent reverses have demonstrated - they cannot go around it, their next best hope is to change the English language itself until it no longer holds the same meaning.
These people are genuinely taking 1984 as an instruction manual.
