They probably made a deal behind the scenes. "We'll give you the Governor you let us take the Senate. STFU about fraud and here's a shitzillion dollars."
NGL, I'd take the money too. Who cares? Countries fucked, loot while you can.
I don't even know if a financial bribe was necessary (not saying it didn't happen). A mix of being allowed to stay in office and the opportunity to knife the base probably would have sufficed. But you're absolutely right that a deal of some sort was cut.
