Capitalism already adopted this exact system. The problem is that "reasonable amount" is never good enough. People always want more. Every person, no matter how worthless, thinks they deserve to be King. No system is ever good enough for everyone.

Nowadays I don't know what the solution is. You can't stop agitation through legal means, yet they use subverted institutions to cause harm to anyone who disagrees with them harm through social and economic violence.
The hard part: how to get the people who arent on top of natural heirarchies to just do their best instead of bitching about everything?
