It's really not that long ago that orphanages à la Annie (Warbucks) were a thing... Literally less than 60 years ago, in parts...
It's just that we, as a society, have weirdly chosen to pretend that things like that are in some "long forgotten past", while making it incredibly hard for people today to adopt.
This isn't a good thing. But it is, I suppose, suitably "woke".
Results in a fuck tonne of children being adopted out of other, "less developed" countries, however, and also means that we have an entire, thoroughly dysfunctional, largely private "foster system" in place, pretty much universally, at least in the Anglosphere...
