Liberals once ruthlessly mocked the halting manner in which Donald Trump descended a ramp. Because Trump did not walk normally, in their view, something was of course wrong with him—further evidence he was unfit to be president.

"Evidence" never entered into it. If you see someone walking in a way they never walk in other situations it's pretty obvious they're doing it for a reason, such as the surface they're walking on potentially being slick.

Conservatives, for their part, continue to attack Joe Biden because he manages a stutter and does not speak “normally.”

This not only downplays the extent of Biden's issues, it fails to take into account the fact that he didn't speak this way before. It's one thing if a president is just a poor orator, and quite another to observe a decline over time.

Fetterman, who has dealt with auditory-processing issues and has exhibited muddled speech since his stroke, is likewise the subject of [...] questions about his fitness to serve in the U.S. Senate.

Every candidate for Senator is the subject of questions about their fitness to serve in the Senate. That's how it fucking works. The idea of not doing so is simply ludicrous.
