Modern time frame, but the person is an anti-tax "taxation is theft" type. They can even be a female hoodrat, as long as that is true.
But all the main story beats need to be there:
Robin is falsely accused of crime. Given modern era, a false rape accusation would fit nicely.
Robin comes back from prison to a much worse area than before. Self-explanatory.
Robin finds the government is corrupt through theft of his/her own stuff, and stories he/she hears from others. Maybe a "cash for guns" gone wild that repossessed property held in private residence unwillingly, or eminant domain-ing people's houses.
Robin assembles a squad to fight the government. Maybe it can be on January Sixth for the lols.
Robin holds an uprising, and kills the government officers in charge of the local area. The question arises of if they should expand their mission.
"Proper" governance comes in, and says "good work killing those corrupt government officials, that is the proper way to deal with government officials that you disagree with" and then, noting Robin's past as an elite/leader, puts him/her in charge as a reward for killing government officials.
...You know, somehow I don't think Robin Hood will ever get remade with the same story beats as the original...
