They are enabled because the true believers are themselves only philosophers and activists, and need conquerors to seize the means of production. Then the powerful men as soon as possible eliminate the activist true believers or coopt them into becoming nothing more than mouthpieces for the state. (out of bribery or fear of being eliminated)
