Batman. Montoya is one of the police officers in Gotham City. The cultural references clearly date it to within the last couple years, but that's all I've got.

Damn, I know that mainstream comics have been going down hill for a while but I didn't know they'd be this blatant about it. Although after the gay Superman thing I shouldn't be surprised.
