I don't think this qualifies as explicit disinformation. It may just be ignorance. I've actually heard some jews complain that most jews not only don't follow the Talmud, but also aren't religious.
They don't. Talmud is a simple recollection of rabbinical edicts throughout the ages based on the context of the time they happened.
This is an old conspiracy theory that people who does not understand Judaism and wants to discriminate against them(like leftists against whites) do.
