Maybe not the Japanese part specifically but there have been individuals who have attempted various forms of trans-racial surgeries that include penis reduction because "the average size for the target race is smaller" which before even touching on the stupidity of the whole 'trans-racial' thing is a complete failure at even bothering to understand averages.
Sure, X might very well be the average measurement but that won't mean everyone is X to begin with so conforming to the average value is a whole new level of idiocy and attention seeking.

I'm reminded of John Irving's novel "The World According to Garp" and its Ellen James Society, a group of radical feminists who cut out their tongues in "solidarity" with Ellen James, someone who was raped as a teenager and had her tongue cut out so she wouldn't prosecute the rapist. Of course, Ellen James herself is horrified by and deeply objects to women cutting out their own tongues, but she has no clout with Ellen Jamesians.
