I've not done and am not super interested in doing the research to see if it's always women or not. If I had to guess though, it's because women are much more likely to do things emotionally out of spite. Men tend to think through things and use their brain, which is why they are better leaders. A lot of the systems have been adjusted to take advantage of the willingness of women to use anything men care about against them as sacrificial chess pieces.
