Actually, thats pretty clearly codified in the originalist interpretation of the second amendment.
Public schools were an early 20th century creation. The founders expired long before that.
It's not a failure of foresight to think: "No one is stupid enough to argue the government should take your children from you because of 'general welfare' and 'interstate commerce'; when we specifically put in an amendment to deny the federal government this level of authority. Not to mention we all agree that the government is a fundamentally destructive thing, so you wouldn't just hand your kids over to it. Besides, the state governments would seek that kind of power since they have more of a direct relationship with the people, and would be busy just opposing the concentration of federal power."
