It's dumber than that. The context of "is happening" is "is going to"; in other words, "is happening" refers to a future time not the present.

The twitter propaganda box refers to current events. These people/bots/NPCs are so dumb they can't comprehend context from five words ago -- the kind of people who scored under 400 on the SAT because they spelled their name wrong.
