That's probably meant for disabled people, given they mention in the lesson that most people have the same body parts.
It's a collision of the old messaging and the new messaging.
Like what is going on now with "My body, my choice" and "mandatory vaxx, bigot", and the "abortion is a woman's right and men have no say" but "men can have babies" thing going on right now.
These folks are radical opportunists who don't give a shit about contradiction. Only power. But the contradictions are still fun and funny.

Yes, I'm just explaining why the inconsistency exists. No doubt you're correct since the note on language says lessons in higher grades introduce the broader concept of gender.
