Of the European countries I think it's Just the Ukraine that's like that ;-)
Only working-aged males aren't allowed to leave in Ukraine. I know, explaining the joke, but they're the only ones barred from fleeing. And they don't have trans rights, they can't just identify as women to get a freedom pass.
