It's not even outlawing abortion. It's just saying that there is nothing in the constitution that guarantees the right to an abortion.
This will pass the issue back to the states to decide for themselves, or the Federal Government if they can get the votes to pass some legislation.
The original Roe v Wade SC ruling was always legally a bad one.
So in other words its basically acknowledging reality and doing what the founders intended by letting up to the states. (Though the founders would have never even tolerated infanticide to begin with even at the state level.)
