I couldn't find any information on that. Morgan was only involved in so far as they wanted to avoid having to borrow bold from him again.

Says nothing about Carnegie and Morgan only says he and Rockefeller eventually "worked together to create a national banking cartel called the Federal Reserve System" - after the act passed?
