This is the regime that thought forcing families to have only 1 child for decades was a good idea. Totalitarian regimes that punish all dissent are destined to fall sooner than many other forms because the problems pile up, never getting corrected until there is a "correction."

Shanghai was the center of a revolt against China's rule. China is reacting like any other despotic regime that follows jewish bolshevik doctrine.
I think it's more the case that government officials way (way) overreacted and now they can't back down without looking like idiots.
