It was encouraged back then, by many Democratic politicians. Only after the mass suicide did it became proverbial.
Actually, I think you are thinking of Jonestown.
The Peoples Temple Agricultural Project, was lead by Jim Jones, and was well connected to many Democratic politicians in San Francisco (including Dianne Feinstein and Harvey Milk). When the feds started properly investigating them they tried making an appeal to the Soviet Union because they were all rabid Leftists.
Democratic Congressman Leo Ryan visited Jonestown to personally investigate (and probably negotiate with) Jim Jones to see if the accusations that people were being abused and held against their will. Allegedly, the State Department and the Democratic Establishment were resistant to have him investigate Jonestown.
After his arrival people did message him or try to explain to him that Jones was a dangerous lunatic and they wanted to leave. However, before he could, he was assassinated by several cult members. This murder is what Jim Jones used to justify to him and his followers to kill themselves.

But I was quite surprised to read in San Fransicko what transpired there. They sure as hell made sure that no one discovered their connections, because many of the people deeply implicated in the matter are revered figures now in SF.

Since that group existed in a rather loose fashion (under a variety of names) since the 1970s, it's quite possible. Lots of hippies came and went. It wasn't a very controlling kind of cult back then. BUT they were the sort of group that seems to have disliked the animal nature of Man, and the people who followed "The Two" were supposed to find their own way to get rid of that animal nature.

Most of the famous Cults all came out of the Hippy Movement. The hedonism and desperate craving for new authority of that movement is how cults were able to spring up in multitude like that.
The Left hasn't changed an iota from the Hippy days, so all Heaven's Gate would need to do is update its messaging to easily bring them all in.
