Humans are already tougher than most of the animal kingdom. A human that keeps coming at you until it is rendered inoperable is insanely tough.
White phosphorus motor rounds would also be used, plus gun runs from an A-10 warthog, assuming there was swift and decisive military action taken, would decimate the hordes.

Napalm actually fuses your muscles with a direct hit. Doesn't matter if you can't feel it if your muscles no longer function.
To me that's the scariest part that most zombie movies don't get. It's still coming. That's scary.
