The issue with Mark Mann is that he defended unteralterbache dispite the fact people discovered the underage characters were based of real minors, he was caught photographing himself showing a clean segment of that obscene piece of shit to his underage niece which pissed off her parents for obvious reasons, he has cp allegations against him where he was accused of sharing it via places like discord, he's alleged to be the one to have allowed the /hebe/ board on 8chan.moe.
The other possibility of why the shitty /hebe/ board was allowed is that AcidMan allowed it because he's an idiot that falsely assumed he could get away with allowing questionable boards he disagreed with because "free speech", despite the fact he is too small for that unlike hotwheels.
Tl;dr: it was a pro-pedo board originally created by Laurelai Bailey as part of Dan Olson's plot to slander 8chan for CP distribution, and as far as I know I believe the shitty board was subsequently abandoned and claimed by random pro-pedo dipshits after the tranny was done with it.
