IIRC one of them threatens someone on the scene: "She's dead, do you want to be next?"

He doesn't. They scream at people to get away so they can help her.

A gun was fired indoors at close quarters but nobody flinches or panics (it would be very loud).

Fucking everyone panics.

The govt agent only shoots once when they're trained to fire multiple times to ensure the target goes down.

She dropped instantly.

Nobody provides first aid to the supposed victim.

The cops try but they're panicking.
