You do understand that public schools are government entities that are and should be beholden to the parents who pay those taxes, yes? The books aren't banned for sale in the state, just will not be supplied by the government to the children.

It's folly to pretend vulnerable children pick these out of a library and read them to their detriment. They don't, or, at least, the child that reads too many books isn't the one with the problem. The problem is what is foist upon them by public school teachers. Ideally, nothing. Nothing should be taught by the state.

This isn't about "who gets to decide". Parents get to have a say in how their children are educated, what materials they consume.
