Frankly this is probably more due to security concerns for their people being in Beijing. They know they're in a cobflict and they know at the very least they will be spied upon, and they're not confident enough they won't lose something whilst they're there to not take the easy out a justifiable boycott presents
I’m sure president Xi will sorely miss having Hunter Biden smoking crack and banging underage prostitutes during the Winter Olympics.
