I've seen something like that online. In Italy they're supposedly building them with inbuilt stores and pharmacies. Very strange, I wouldn't want anything to do with it. They have pre-orders up for them, I hope it's just a con to get gullible people's money.
I think the reason for no parking was that if you owned a Soviet car, it was nearly always broken anyway. Probably would spend more time at the mechanic than on the road.

Regarding commie block parking, see the post you're replying to, it really was because the central planners expected about 0.5 cars per unit. I got that info from a guy who personally planned one of these "suburbs", I spoke to him in person.
That would be because a lot of the "progressive" urban planners, if they were let off the chain to do whatever they wanted without question, there would be no cars, period, in their perfect cities. Only walking, bicycles, and public transit.
Its why I always say that every city I have ever built in something like Cities: Skyline would give them an aneurism. I have efficient mass transit, but I also have efficient road networks. I have well developed downtowns, but I also have well developed suburbs. I have office parks for highly educated workers, but I also maintain extensive industrial parks (including heavy industry like Ore Smelting and Oil Refining). I have legalized narcotics use and and well funded educational services, but I also have a well funded police force with a "tough on crime" stance regarding prisons. I also have a personal thing where I will build a Liberal Arts college, a city district with zero-emission housing and organic shops, and ban all non-electric vehicles, but I deliberately name the district the "Hippie Ghetto."
I know, I'm painfully aware of that. These progtards have been in charge of my town for a while, too. At this point it's basically impossible to drive anywhere that doesn't have a designated parking lot. At least I have my own parking spot where I live so I don't have to worry about that.

0.5 cars...so a motorcycle? Half a car isn't really possible, unless you drive something absurd like a Peel P50, which is under half the size of a normal car. That's a really odd thing to plan for, but commies are really odd people, so it makes some sense.

No, 0.5 cars per unit, meaning they expected only a half of families living in these blocks to own a personal vehicle. It made sense back then when the eastern bloc industry was so powerful, people had to wait for years to even be allowed to buy a Skoda 120 (Skoda Estelle in the UK, maybe you've heard of it). And I don't mean that buying one was restricted based on party status or something, it's just that the economy was so fucked, the industry was incapable of supplying enough cars, even when demand was limited because pretty much anyone had to spend their fucking life savings to buy one shit-tier car that was universally laughed at in the west, so there were waiting lists that were years long.
