L&I is a state agency. They don't make laws. They made this 'rule package' because the governor told them to.
WA state has gone nuts. This quote sums it up:

And rather than being that active check against the Governor’s abuses, we're following the Governor's lead. That's not what we're supposed to be doing. We're supposed to be standing up to that and representing you and giving you a voice..."
Looks like I'll be relocating a bit sooner than expected, although my timeline has always been, "between now and 2 years from now" as I waited to see how this madness plays out.
I'm in the same position. I was going to try and tough out the socialism for another couple of years, but now I'm getting my house market ready.
Inslee has a literal god complex now.

I lived in Phoenix for 8 years and I really like it there but I'm concerned about the fact that the deep state is obviously hell bent on turning it blue (via fraud if necessary), which means I might have to move again sooner than I'd like.
But still I plan to move to Phoenix and rent a house until I see which way the winds blow.

AZ is a no go for water. Idaho maybe. Or Wyoming. Not ideal climate wise, but I think we're fast approaching the time when the USA is no more.
The water thing is severely overblown by the media and partisan hack scientists.
Not sure I could handle Wyoming weather but at some point weather becomes irrelevant compared to the rest of the crap we're dealing with.
