Anyone want to bet that someone in the UK government knew this attacker was likely to do something like this and decided not to stop him so they could use him as an excuse for a power grab?

I wouldn't put it past them, especially with how much of a surveillance state the UK already is. "Never let a good crisis go to waste" and all that.
