Not anymore. Merriam-Webster now defines it as:
So rather than providing immunity, it "stimulates the body's immune response." Also, note the clever use of the words "to simulate." As in "the preparation is supposed to stimulate..." The definition doesn't actually require the preparation to do anything, it simply states its intention. Otherwise it would read "a preparation that stimulates...when administered."
