With the exception of France - Saint Martin specifically listed, all of those places are on the list of Canadian embassies and consulates.
Iran and North Korea both getting two ballots makes me think it's just government employees getting a standard mail-in ballot. Would the Canadian government use a different system for their agents abroad vs. citizens abroad?
