It can be both, and it can be subsets. There are Jews that have some seething animosity towards Whites and use the positions of power they have achieved for themselves to work against the interests of Whites. It doesn't have to be a lot of them or a coordinated conspiracy, but it is an observable phenomenon within that population.

I'll certainly grant you that the globalist power brokers represent a very real and immediate threat, one that arguably dwarfs the subset of Jews who dislike those of European blood.
