Yeah and the PRG told South Vietnam officers to attend a weekend long reeducation program after the war. That weekend ended up being 7+ years/death in prison camps.

It's probable they have a system of rules they "officially" intend to support, but that they are so disorganized and backwards that the soldiers are like roving gangs of horny cavemen that they can't control even if they wanted to and even if there wasn't a fog of war.
