Sounds like a method to turn people against the unvaxxed and assign blame.

Yup. Right up in there.

If I'm being cynical though, it's not the unvaxxed they want to identify and purge this time. They just want to lay the groundwork for being able to select any group they choose to be other-ed with the sake zeal in future.
