Along with the culture, Stalin's purges of the psychopathic revolutionaries installed by Lenin did create a semi-competent class of Russian elites. They were working from deeply flawed principles and doomed to failure in the long run, but they could at least limp along without burning the country to the ground, unlike our current bioleninist global elite. I'll settle for any form of vaguely competent government at the moment.
