Wasn't Trump's policy about preventing serious penalties for being gay, like prison or death, instead of ensuring legal gay marriage.

Kinda. It was aimed at Iran (big boogie man in the sandbox) and ass backwards African countries that still kill midgets and albinos then eat their flesh or wear the body parts as charms for magic powers and eternal life.
