What are their laws on public nudity? That might actually be somewhat internally consistent, even if it doesn't hold up on it's face.
Regardless of laws, this is Canada. It gets cold in the winter.
I'm excited to literally freeze my nuts off come the winter.
Some quick searching shows it's illegal to be naked in public. I'm not sure if Quebec has different laws.

Canada has jurisdiction over criminal law ( the relevant thing here ).
Québec over everything else.
Our law system is based on the Code Civil, whereas "English America" has Common Law as a basis.
