Exactly that. SARs was stopped pretty early in the outbreak when contact tracing could still be used. SarsCov2 is everywhere, to the degree that we have trouble telling the difference between that and seasonal flu.
In my opinion the only thing that has finally stopped the spread is herd immunity, in regions that let it naturally burn out. I suspect those regions have a natural resistance to the new strain too. COVID-19 will eradicate itself if we let it.
