To be fair, this is clearly unsound overreach. Prosecuting minors for sexual behavior with eachother is not what anti-pedo laws were written to do. As undesirable as it is for two 12 year olds to be fucking, taking them to court is just making a negative situation even worse.
Adults promoting / enabling such behavior are the ones who should be scrutinized. The producers of the this flyer ought to be charged with corruption of a minor.
If you don't want kids fucking, the best thing is probably to avoid putting the idea in their heads in the first place. Kids are curious and obsessively explore their possibility space, so there's really not much good that can come from telling them what they can technically bone eachother while they're both kids and the law won't know what to do with them.

Whatever prosecutor is supposed to make cases for "corruption of a minor" has been sleeping way too long at this point.
At very least, the information should be included in a flyer about what is and isn't legal for a minor to do regarding sex.
