Given that capitalization, the summary is correct.

He is the leader of Canada's conservative party. He's not the leader of Canada's Conservative Party, AKA Progressive Conservatives (Yes, their name is actually "PC" and they put progressive right into the title), but they're not actually conservative, they're progressives.
